The War of the Rebellion: A Compilation of the Official Records of the Union and Confederate Armies, Volume XL, Part 2 (Serial Number 81), p. 668: I’m not sure how Sibley came to the conclusion that Terrett was commanding the Marine Battalion in June 1864 if he was basing it on this Official Records correspondence.  Terrett signs some correspondence as “Major, Commanding Post” on June 18, 1864.  More research is needed.
