BTC’s Take: I do not (yet) have access to this book, but it appears to be an address given by former 17th Virginia Colonel Arthur Herbert to the Robert E. Lee Camp, Confederate Veterans, located in Alexandria, Virginia.  Herbert was present and commanding the 17th Virginia throughout almost all (if not all) of the Siege of Petersburg.
